It's supposed to be because monsters are a diminishing threat in the world - less monsters are around means that the witchers aren't essential. Because they aren't essential, there's only a handful of them left, and the ones that ARE around are feared, ridiculed, and hated because they're seen as relics from a past age that aren't needed anymore.
Of course, in the witcher 3 the world is still absolutely full of all kinds of monsters, but that's just so the game isn't boring as fuck.

The process of creating witchers is inhumane and the odds of all mutation going right without killing child are quite small. None of the witchers is particularly interested in reviving the tradition (apart from Letho and this doesn't show him in a good light) because the population of monsters is dwindling and there is no such need in dedicated monster hunters anymore (game has a lot of monsters cause it is a game). Finally, after several assaults on Kaer Morhen many of the formulae and secrets of producing witchers have been destroyed of stolen. You can see the remnants of their equipment being stolen by Azar Javed. Don't know what is the matter with other schools but they have probably met similar fate.

A member of the Cat School. He killed a beast for a small village, but when he went to collect his pay, the villagers tried forcing him out of town with violence. Instead of dismissing them with disgust, he slaughtered the entire village, except for one person. Geralt finds the girl, and decides to kill him.
I just beat this again on Death March ng+.
I loved everything about this game, but going through a second time really shows some of its flaws.
Boss battles are incredibly underwhelming, and most plot twists (main story) revolve around characters not letting Geralt in on the full plan. Yeah that whole final act on Undvik is pretty bad.
The epilogue however is a nice touch, except the bad ending.

I think it's a little similar to the fact a lot of (especially young or dumb) people dislike or even hate police.
Besides, witchers are mutants and people are usually afraid of what they don't know or not understand. Since there aren't many witchers, people tell each other crazy stories about them and nobody can prove these stories or deny them. Once somebody meets witcher, he/she is simply afraid.
Not to mention I believe there were some crazy and dangerous witchers. I'm not sure if I remember books correctly, but some boys were expelled from witcher school and they had to carry cat medalion so people knew they were dangerous.

People hate Witchers because about 50 years before the games this crazy ass Wizard went on a massive smear campaign and released a book called "Monstrum" that described how Witchers are evil soulless mutant killing machines that only care about moneyandt kidnap children and use black magic on them to turn them into mutant killing machines. Okay, so to become a Witcher, there is a multi part set of steroids & gene changing magic mutations.
The first part is The Choice, a diet change to enable superhuman potential, removing A LOT of weaknesses in the nutrition system.
The Choice is supplemented by a 7 day long genetic experiment, which the Senior Witchers has gotten bad at. A core point is that the survival rate is shit, but the Seniors forgetting how to do it made it worse.
So basically:
1. The seniors are bad at their job
2. The road from city states to Kingdoms means that larger military forces can actually clean out monster dens, with help of siege equipment
3. The monsters are practically exterminated, and the most dangerous ones is barely around
4. Witcher series take place in a part of Central Europa with a coast line. The native area to the Wolf witchers. Its a tiny portion of the world, and there might be areas out there where Witchers has a higher status.

There were many witchers in the north until they were almost all sacked. The ones that survived were witchers who were not inside Kaer Morhen for the winter.
From the witchers who survived only Vesemir was senior. The bad stuff is, Vesemir was swordsmanship trainer and he didn't know almost anything about mutations, genetics etc.
Since witcher who knew that stuff were dead, they stopped doing this in Kaer Morhen. It's not to say that in other parts of the world witchers are dying breed as well.
Vesemir could have asked some trusted (there's no such thing) sorceress to help him with mutations and genetics, because some books are probably saved. I guess Vesemir has come to conclusion that witchers are things of the past.

Witcher 3: first chapter do start up well. The only real monster is the Gryph.
The invading army don't have the knowledge to properly clean up Gryphs. So they only manage to kill one of them, and then are unable to clean up the 2nd one, as it rampages the countryside in greif.
You also have a case in Witcher 2: The river monster could be dealt with via warships, but in most cases it would require 1-2 sorcerers to deal with properly.
