According to /v/, a bad game like Skyrim should have lost its appeal a long time ago. How come that isn't actually the case, and can someone explain this phenomenon? But more importantly, how come Witcher 3 doesn't have as good mod tools as Skyrim?
Witcher 3 fans even said the new DLC would save it, and certainly the Steam summer sale didn't help it

I can't speak for other people, but I'm probably part of the demographic that is skewing the numbers.
I have only 9 hours played in TW3, and that was on release day (the 2016 date was just fired up on my laptop to test).
I absolutely love The Witcher series and have little doubt TW3 will be the best game I've ever played, let alone GOTY 2015. But I have only beaten White Orchard, in 2015 no less because playing that part with choppy framerates made me realize that you can't play a masterpiece like TW3 on a toaster.
So since last year I've been building my PC, all I'm missing now is my GTX1070 SC on which I will play and beat The Witcher 3 in 21:9 aspect ratio.
Actually once my PC is complete, I might play through Skyrim FIRST so I can get it out of the way, and saving TW3 for last.

You need to play some more games, then.
It looks nice and the presentation is excellent, but that's it. Gameplay is fucking dogshit like Skyrim or DA:I, there's no depth or variation. You're using the same two or three sword swings and handful of spells on the same enemies for 100 hours.

All I ask out of the gameplay for any game is that it's serviceable.
For the record, I thought Thief Gold's gameplay was pretty good, as was Alan Wake's.
Witcher is more of a movie than a game. You dump it after beating it once.
