Basically, it stops all forms of gameplay, the way they were presenting the story (cutscenes where characters moved, and dialog pushed the narrative), at the climax of the story.
The rest of the story is told from a chair. It's like if final fantasy vii cloud never got off the wheelchair and only stills filled in the rest of what happened.

I mean I don't really care for absence of gameplay but I've heard random encounters abound in this game and that the battle system is some sort of gimmicky qte shit with no other redeeming values. That's what worries me the most.

IMO no. The basic idea of the story is good, but the way it's delivered is pretty bad. There's several story arcs and character arcs that are completely irrelevant in the end, Fei isn't particularly likeable and spends a good chunk of time being a whiny bitch, and the story has more plot tweests than M. Night Shyamalan's entire body of work, with a particularly egregious one at the end.

I would say it's shallow. It has gear, moves that cause status effects, etc, but most of the time when you're not riding robots it's wait till you get enough action points for a deathblow.

The budget for the game was the same the whole way through it's development the project was just poorly managed and the game's design was too ambitious for it's budget. Like most of the myths surrounding this game's development this notion that FF8 is to blame is not true.

When you play gears you get the sense that "man, if they only had more time and money this good game could have been something else, something amazing" but now that monolith has put out about a dozen games and they all suck I think it's safe to say Gears was a fluke and really had no potential just like the rest of the franchise.
I honestly love this game. I know there are people that don't like it, and hell I didn't like Disc 2 either. But I honestly loved playing it as a kid, and I still love it even now. Played it again several years ago on an emulator and it was just as fun.
I still listen to the OST every once in a while too.

Disc 2 succeeded at making all the events seem epic, normal gameplay would have never accomplished that. When I was tossed out of the narrative and left to piss around in the desolate world it felt utterly uneventful and tiny.

I'm playing it right now for the first time. I love it so far, but I'm a bit worried - how grindy does the game get? I've been able to get by just fine without any serious grinding, but I'm worries I might have to later if the difficulty spikes at some point. I just got the Kislev prison and I'm level 30.

Disk 2 was bad from a gameplay perspective, but it is where the narrative and themes of the story reach their climax. Personally I don't know why you would play this game in the first place for the gameplay (it is not very good and it is a jrpg), so I don't think disk two is bad. Some things in disk two were inexcusable such as the part where it tells you how cool exploring this offscreen dungeon was.
