Licensing. They could do that with their first party titles, but that's it. To get all the third party PS2 era games re released, they'd have to make new deals with those third parties. Unfortunately, some of those companies have gone out of business and what not, or like there will be a music publisher that doesn't want to re license a song so it'll be removed from a re release and stuff.
