Unfortunately, it was a financial success. 2K bought the rights for the game after it was basically done during THQ's bankruptcy for pennies on the dollar. It was supposed to be f2p but 2K forced them to add even .more shitty DLC and charge full price for the game. Combined with the hype due to shitty vidya "journalists" it went on to sell around 2 million copies and turned a profit due to 2K's low costs in getting the game.

I live in the American southwest. It's very rare Russians connect to games hosted here because they have Asia and Europe to connect to first. I'm pretty sure Brazilians only play with Americans on the east coast because I haven't run into many. I do play with a lot of Mexicans though, but they don't seem nearly as cancerous from what I've heard.

It's a beta, i imagine they are reading the playerbase and testing with the numbers. The progression system, how large that playerbase actually can go, etc.. Stage 3 is probably the console f2p model. Don't worry, they'll jew us, we'll get there. They're still a business after all.
