There you go, that's all you need. Unleveled game with a nice difficulty curve, where the further you are from the Imperial City, the more difficult the game is. A lore-friendlier version of Cyrodiil with Jungles, dark swamps, and snowy peaks. And something to fix potato-faces.
Those are the only three mods you really need. Everything else is just preference.

Mods that add survival aspects like weather and hunger/thirst/fatigue change the gameplay entirely
There are also a lot of mods that change up the combat in a good way (as much as the shitty engine will allow)
Don't spend all your time on visual mods. Just get a lighting overhaul and some texture and flora and water mods and you're good.
