How shit? I have a shit laptop, but it plays more than you might realize. Depends on if you're willing to turn graphics down and live with less than 60fps to play them. For example, I can play technomancer which just came out. Granted it looks like a decade old game.
That said, just look at a list of best games from like 2000 and pic and choose. Or run an emulator.
Other than that, and being time sinks, fallout 1/2, kotor 1/2, starcraft, c&c, stardew valley, etc.

OpenRA, Warzone 2100, Cossacks: Back to War and Original War are great RTS games. The first two are free, the other two are 5 bucks each on Steam.
Space Rangers 2 and Drox Operative are pretty cool, too.
