The pokemon you encounter depends heavily on three factors
>Your trainer level
>Your overall walked distance
>your walked distance for that specific session.
If you want the good pokemon, you be at least trainer level 5, have walked a total of at least 5km, and have walked at least 1km that session. Then the pokemon start rolling in.
Also, the game measures speed, and cancels the encounter modifier if it thinks you're traveling in a car.

Stupidly, no. The game has a "battery saver" mode where you can turn the phone upside-down and it will turn off the screen, but still drains battery like nothing. Do that, put it in your pocket and go.
The game really SHOULD have push notifications though. No idea why it doesn't.

The screen turns off, the rest remains on.
Your backlight might also remain on, depending on your phone. Some newer phones have "adaptive lighting" that adjust depending on what's on the screen, and turn off if the screen is black, and I think the game's trying to rely on that.
