No because that defeats the purpose of the hook.
What they should do, in addition to unfucking McCree, is make the hook interrupt+immobilize instead of a complete stun, allowing characters with defensive and escape abilities to use them. Roadhog would therefore need to pick his targets a lot better; as it stands his combo is instant death for literally every non-tank unless it bugs out and puts them behind or beside you. If they unfucked McCree, he'd be able to take out the targets that Roadhog couldn't.
I stress though that this would 100% need to include an unfucking of McCree though. Nerfing Roadhog without unfucking McCree would just make the entire metagame revolve around Tracers, Genjis and Reapers even more than it already does.

McCree is supposed to be able to reliably counter mobile flankers, hence why flashbang is a full stun. Right now he can't, except for Tracer if you can get off a headshot in half a second, because the nerf to fan made it impossible to get off enough damage before the stun ends. It's especially hilarious with Genji because he can just deflect the remaining 2-3 bullets into your face. This isn't a matter of "skill", it's a matter of the character being unable to do the job he was meant to do, which is why his usage plummeted among higher-MMR players. What they should've done instead of nerfing damage was put a short (4.5 seconds or less) cooldown on fan so he couldn't doublefan tanks, but Blizzard is retarded.
As it stands, Roadhog is basically the only reliable counter to the characters McCree is supposed to counter.

Even if she was somehow at 100% charge the entire time, Zarya would need 4 seconds to melt a Roadhog. Assuming Roadhog opens with a combo, which he should because his M2+hook are outside her M1 range, he can easily wait 2 seconds for her shield to end before finishing her off. In fact, the only reason why he couldn't just punch through the shield is ammo considerations.

Which is why a good Zarya isn't going to burn her barrier before Roadhog hooks her. It's a better idea to take the hook and barrier once you can act again. It keeps you alive and shuts down his combo, forcing him to run. If you barrier to avoid the hook, then he can just wait it out and hook you once it's done.

Are you dumb? It stops his first blast from killing her, buffs her attack further, and gives her time to back away to a safer distance, all while firing on him. Yeah, he can try to keep shooting but he has a slower rate of fire and it's going to take 2 full shots to kill her, which there's little chance he's getting since Zarya had the ability to back away. That leaves Roadhog without his combo, too much distance to deal enough damage, and only a handful of shots to work with. Unless the Zarya can't hit the broadside of a barn or is willing to just stand there, he does not have the options necessary to get a guaranteed kill so he has to run to heal up and reload, at which point Zarya is just going to point at his fat face and fire away. In a 1v1 scenario, which it usually is with Roadhogs because they think they're invincible to everything, the Zarya is most likely to win.
