I think Cataclysm DDA comes closest to the 'do literally anything' ideal, but you're limited by the fact that human society has fallen so you can't do things that require a cohesive society to work, and you can only produce things that you make by hand, so no mass-production or spaceship-tier constructs.
Dwarf Fortress is good for that too, but I prefer Cataclysm for being set in a very slightly futuristic real world rather than a fantasy one with dragons and elves and shit.
