after Melee (which sold 8 million copies) they wanted to do a new one on Wii, Iwata asked Sakurai one night if he would agree to making a sequel. His terms were, that if Sakurai opted not to, they would just port Melee to Wii with no additional stages or characters, and wii-era netcode. that's it.

Relevancy influences characters getting in. Once they make it, it's much harder to be cut simply for lack of relevancy. Jigglypuff still persists because it's a non-clone veteran of the Smash series that Smash fans want to keep playing as, not because it has any significance to the Pokemon series nowadays.

What I mean is, Mr. Game & Watch represents the Game & Watch line of handhelds, Duck Hunt represents the NES Zapper and it's associated "Light Gun Series" games, and R.O.B represents the ROB peripheral and it's associated "Robot Series" games. Ice Climbers were included in Melee because Sakurai wanted a character that would rep quirky old launch NES action games like Urban Champion and Clu Clu Land.

Lucina will probably be cut and Roy is semi-clone status now, so he's probably safe. Unique movesets rarely ever get cut so Corrin is likely fine too. The only unique characters that have gotten cut and haven't returned in a future game at least is Snake, Ivysaur, ICies and Squirtle. Snake probably didn't return because Konami is a bunch of idiots or Sakurai just didn't want him back. Ivy/Squirtle/ICies because 3DS.
Also I doubt they're going to remove FE characters after Nintendo upgraded it to a main franchise. If there's a new FE out by the time Smash 5 rolls around then Lucina might get removed in favor of the new Lord, so the count will stay the same.

That too, but in order of importance I'd say it's Dark Matter = Rick -> Gooey -> Adeleine -> Ribbon.
Rick and Gooey could both work as luigified Kirby clones, but I wouldn't want both at once. Adeleine would be awesome as an assist trophy, not a fighter. Painting random enemies then attacking you, or painting a random health item then leaving. Ribbon doesn't really fight, maybe she could be a new final smash for Kirby, but I'd prefer the Love-Love Stick if they were going to bring back something old for that.
