Before Leon became a police officer he was a special forces operator who went on a mission in russia to extract a scientist defector who created a new weapon to launch nukes. It was there they met and fought, but Leon had better skills and Krauser was still green at the time. Leon spared him, telling him the words that will cement their relationship forever, "You're pretty good."
Couple of years later they worked as a mercenary company and Krauser was captured by terrorists. His arm cut off and tortured, Leon kept him waiting. It was then that he got his arm by using los plagas and changed his name to Alex Mercer.

darkside chronicles came out after RE4. i was confused too the first time i played this part. seemed like there was a big build up to this scene but i had no idea who the hell he was.
