Me and a group of my friends started playing WoW for the first time. My one friend got underleveled and is now at level 15 while we are all at 30. What's the quickest way to get EXP at his level?

Since WOTLK the best to level up to grind.
Dungeon queues or rare hunting.
Rare mobs give an insane amount of experience at low levels, so grab NPCScan or a similar addon to know their locations, and Cross Realm Assist to hop quickly between realms so you can kill the same rare several times in the spot.
I usually get from level 1 to 30 in three hours with this method.
