Then you would just use process of elimination depending on arsenal and availability of powerups. If abilities are time/resource sensetive you shouldn't depend to heavily on them (quad dam, cyber augs) and if your character may or may not exist or is mentally stable I wouldn't count on them either (sorry Culter). Realistically in a survival setting, Nomad would destroy everyone.

Fully upgraded Denton with a gep gun, a prod, and a fucking stockpile of lams, and the Dragon Tooth sword.

Doomguy and Quakeguy can run like 60 MPH, and Quakeguy is particularly known to shoot rockets at his own fucking feet to go even faster.
People like Chief who can hold two guns and run like normal people can't compete.
Duke is Duke though so he gets extra powers just to make him look cooler.
Assuming max skill ceiling for all characters I gotta go with Quakeguy, the only problem is it'll be hard to sleep through the constant "HUP HUP HUP" while he jumps the fuck around.
Gordon seems underpowered but he literally has some kind of mysterious reality altering superbeing watching his back and deus ex machining him all the time

If you want to go by the truest canon available, the Doom Slayer is pretty much from a bloodline 'paladin' that was born in the Hell dimension. He was angrier than all the others so he wore their crown, then proceeded to absolutely gut hell, including a Titan (bare in mind, he killed several things you'd refer to as a 'titan', but this particular titan was like the size of Texas, you can see some of it when you fall beneath the hellscape in one of the levels).
To be fair he was still subdued by having a building fall on top of him, so that's a tad disappointing.
