Cheap, powerful, easy to develop with mobile hardware. A single high quality screen. Good internal memory. A slot of SD (not prorietary) memory cards. A slot of game cards. Two sticks, a D-pad, 4 buttons, 2 shoulder buttons.

Honestly I don't even need the dual sticks, and a console design with the screen at the top like the Gameboy series would be pretty cool and a nice step away from the GBA / DS / PSP / Vita design that has the screen in the middle of the controls.
