If you want social adeptness, put a few points in persuasion. For combat, choose what you want, either ranged or melee weapons and put points accordingly. Melee is good all the way to the end, ranged starts weak but becomes the most OP of all towards the end of the game.
If you're playing UP basic edition, Thaumaturgy is only OP until level 3 (you can dispel the shield with F8 I think). Levels 4 and 5 are too expensive, but 5 is very fun and very powerful if you have the blood packs to support it.
You can't upgrade the damage of Thaum by putting more points into it. Blood purge is OP anyway, you shouldn't have a single problem.

It was pretty obvious to me at least playing through the game for the first time, since all the way through there's a decent amount of combat situations that get harder (both to avoid and to fight) as you get further into the game. IT's just the sheer jump into forced combat which shocks most people... that, and builds relying too much on a single option (like Dementation) that loses its potency.
Really, though, with the incrementally-increasing cost for skills and powers and the variety of challenges in the game, if you don't know what's coming next planning a build that lacks any one thing, combat or social ability, is probably a bad idea.

With the incredibly arcane melee system, they are definitively worse than firearms.
But combat disciplines are superior regardless.
The only real times you want to use melee/brawl, are as a Gangrel and MAYBE if you're Brujah or Nosferatu using Potence.
It's bizarre, because a bladed weapon is much more dangerous than your average firearm in the actual tabletop due to aggravated damage - though a shotgun is still much more dangerous.

Celerity for Toreador is for firearms due to Auspex.
Both Tory and Brujah have the triple threat of popping Clerity + Auspex/Potence + Presence for a pretty impressive blitz, which edges them over Malkavians who have to alternate between Auspex gunplay and Dementation, and Nosferatu who can only alternate between bashing and maybe Animalism.

Celerity makes combat easier, like you said, but not faster. Celerity slows down movement significantly in real time The reason I rank Nos and Gangrel so high in my playthroughs is because they have animalism. Dots 3 and 4 are kill skills that you can alternate between immediately to kill 2 trash mobs at once without doing anything more than turning your camera to them and without losing blood (literally better than thaumaturgy, and faster). You can use level 5 animalism to stun and damage bosses for a long time. Potence along with a male PC and a katana (male PCs can spam the first katana hit very fast, indefinitely, for extremely high dps) allows you to rip and tear anything in your way very fast. My fastest combat playthroughs have been with Animalism and Potence Nos, by far.

Blood purge is the best power in the game. There are like 3 or 4 boss characters very late in the game who are imune to it. The rest of enemies will just get on their knees and let you have your way with them.
So don't overdo it with spending points on combat. Just make a jack of all trades master of none kind of a character and complete whatever the quest you want.
IRC the only way to make blood strikes stronger is by obtaining an amulet from Maximilian Strauss which he will give you for doing his quests.

At what level does it start to be useful?
When I played a Torreador I had it at level 3 or 4 and it still did not work more often than it did.
Blood purge is just a level 2 power and it works with just those few exceptions every single time. No random calculations on whether the enemies will be stunned or not. Besides hitting enemies when they are stunned by Blood purge won't release them from the stun. Can presence do that too?
Here are tips for minmaxing:
Don't put your Computer, Stealth, Dodge, or Firearms stats at anything higher than 1. You can find skill books very early in the game, before those stats are even necessary, that will bump them up to 2; you have to keep them at 1, because otherwise it won't raise the points. There are other skill books you could carefully spend around, they're all around 3 or 4 in each stat at max before you can't learn anything from them, or require insane amounts of Scholarship.
Like the skill books, there are three people in the game that will raise your stats. Nines will teach you a point in Brawl, but only if your stat is less than 3. Nines, Romero, and Bertram will teach you a point in Melee, Firearms and Computer, respectively, but only if your stat is less than 4. There is a trick however you can use, I only know it works for Romero, where you keep your skill at 3, begin the dialogue where he will teach you the skill, go into the character sheet and use experience to bump it to 4, and then he will raise it to the max of 5; I have no idea if you can pull this on Bert or Nines.
Don't bother raising your Charisma, Dexterity, Wits, Security, or Melee to 5; if you want to max them out, raise them to 4. You will be able to get occult items that raise the stat, but only from its current position.
In theory, you only have to spend 2 points in Melee, as long as you have 5 Scholarship. Snatch up the the skillbook in the apartment complex Downtown, have Nines teach you a point, then get the Heart of Eliza from Mr. Ox.

Ventrue for combat.
You have to have 3 levels in Dominate before it is effective as a killing move (even then it barely works on anything more than random mooks). Fortitude and Presence increase your longevity but don't make combat any easier.
Literally all the other clans have some discipline or another that makes them more dangerous in combat. Not Ventrue.
Storywise though, Ventrue are primed for talking vampires and can use Dominate as much as they want in dialogue, so they're easy mode there. Hard mode for speaking would be Nos.

Then don't use it. All the disciplines make the boss fights trivial, don't use them either. Also don't use weapons, those make it a bit too easy. Just fists, but make sure you never increase you brawl, makes the game too easy.
