Pretty sure they don't compare at all within the games. But if I had to go out on a limb I'd say Geo or Trigger. Just because they're at the tail end of their timelines and so have the most advanced shit to use.

Geo could create black holes just by getting a counter attack. I'm pretty sure he has the highest raw power out of any of them thanks to the ability to suck shit into the void like that by getting hella lucky
