1 is a fantastic collecathon, 2 is very different but I really like the story and there's still a bunch of great platforming levels outside the hub-city.
3 is just an easier, worse version of 2. The story makes no sense, the guns they give you are so overpowered there's no Challange at all (you don't even need to face the right direction, just spam r1 with the richocchette gun) and the platforming:other shit ratio is skewed way past the acceptable limit (which Jak 2 was teetering on in my opinion).
Jak 3 could have been great if instead of haven city returning, they made the desert bigger/added more locations, had the same platforming:driving ratio as Jak 2 (keep desert cars, remove City) and wrote a story that actually answered the questions remaining after 2, instead of adding a whole bunch of new things and pretending they were important the whole time.

You're right, Jak gets more relaxed as the game progresses
First game was a decent platformer with simple story.
Second one brought some good improvements like the guns, but the open world screamed of "we want the kids whose parents won't let them play GTA audience" and was very underutilized. There was nothing to do in it apart from the repetitive orb challenges. The platforming was still good and aside from some edginess the story was also actually pretty good.
Third game's desert also suffered from the same shit as the second game's open world city, but greatly improved the arsenal and amount of special abilities. Also putting Keira on a buss in favor of Ashelin despite the latter being paired with Torn, seriously what the fuck Naughty Dog?
