2 and X are the best in the series, but most of the fun comes from playing the stages repeatedly, getting better each time and working out which bosses are weak to which weapons. Grab a compilation game and give them all a try.

I wouldn't say that 2 is best of classic games, but it's easily the most accessible as starting point.

As others have noted, try either that or X1. Legends works if you want totally different experience, as does Battle Network.
Zero is also very solid.

Out of romhacks, Rockman 4: Minus Ininity is definitely worth checking out. Unlike most romhacks that just mess with stage layouts, it is very fresh experience.
