They're STILL reusing the same areas. The dungeons are still boring ass corridors with nothing interesting. The scout system still sucks. Combos being tied to weapons was annoying. The cutscenes are still just inane cringeworthy cardboard cutouts talking with no movement. Theres like 20 characters but only 5 of them are worth using because the rest have no skills.
Gameplay-wise, TMS is 8.5/10.
From the weakness/resistance system to the session attacks, special performances, skills, ad-lib performances, etc, it's got alot going for any JRPG fan to appreciate.
Can't say much about Neptunia VII except that videos show it to be an improved version of the Rebirth games, which were too easy to break thanks to being able to just grind EX drive and use EXE skills rather than exploit enemy weakness and only boss encounters forced me to use buffs and debuffs in the Rebirth games.
It'd like fall into 7.5-8.0 category if the improvements are great or even alittle better.

The last mainline Animal Crossing game was great and HHD and Amiibo Festival were their first attempts at branching the franchise out.
Ignoring the censorship and poor translation attempts for some of the supports, the gameplay improvements (especially in regards to winning conditions in Conquest) have been heavily improved over previous installments.
Yoshi's Whooly World was a solid way to bring Yoshi back to form through a cleverly designed yarn world that actually feels like it matters as opposed to Kirby's Yarn attempt which felt like a yarn game with Kirby slapped on.
Mario Maker opened the flood gates for creativity to spawn (even if 90% of the levels are not worth your time, the 10% that do get made you can truly appreciate them).
Retro's 2 Donkey Kong Country games have definitely shown developers that there's still creativity to be had in level design of 2D platformers when you make use of the right tools.
Codename STEAM, The Wonderful 101, Pushmo, Dillon's Rolling Western, Splatoon and the upcoming Ever Oasis are all solid tries at Nintendo to establish new IPs so they don't have to keep relying on established brands.
For all those negatives you list, there are plenty of positives to counter them.

By the time you get a new weapon, you most likely leveled up and learned some new attacks anyway, so you were gonna change up your attacks regardless if you got a new weapon or not. Also newer weapons ofte have higher CP count so you can equip more power attacks to some slots.
If you find that a hassle and just want a game where you don't have to bother with equipment at all, go play something else besides a rpg. RPGs aren't for you.

I actually like it a lot better now. In the other games it was so slow to charge, took a few battles usually. Then you're just running around and never want to use it because you're saving it for an event or hard mob. Now that it resets it makes me use EXE's all the time.
I really enjoyed the game back in February. It's a massive improvement in a lot of ways. I hope they continue to improve the game.

You also have to decide if you want to do physical damage or magic damage. There's lots of enemies that have high physical resistance or magic resistance. Also if you want status effect attack in that slot. Also element attacks in case certain enemies are weak to that element...
There's lots of different critical builds that you can choose from. The strongest attack right away doesn't always give you the option for a critical in the attack afterwards. Sometimes it's better to use a weaker critical early so it leads to a more powerful critical later...
