If you want to make a good RPG you're going to have to spend at least 2500 hours on RPG Maker. This is the easiest option, otherwise you'd have to learn how to program which can take years to learn, so unless you're young and have time, just go with RPG Maker. It's going to take you a lot of time to even learn RPG Maker so start off by making smaller games and work up to a large game.
