Neptunia games are surprisingly fun. I finished Rebirth 3 this week and I was surprised with how much content it has. Lots of new events and dungeons and challenges springing out of the woodworks even an hour after finishing the game. I think that's what I really like about Neptunia. It's super budget and recycles assets a lot but you can tell the devs really want you to have fun and enjoy yourself.

Here in New Zealand we have MMP, Mixed Member Proportional. It gives lesser parties more power, so while we still have two major parties (Labour and National) they can't do much without support from lesser parties. The idol game does use touch screen, but that's mostly just for menus. You could use the keyboard just fine for that game. Apparently there's some difficulty porting it since technically some of the rights are still being held by Atlus, and Atlus and IF hate each other.

It makes a lot of sense, considering that PCs can be exponentially more powerful than consoles, which would translate well into a boss. Many publishers don't view PC is a primary or viable market, as evidenced by broken ports by the likes of WB, or delayed versions by the likes of Rockstar and Japanese companies. Not to mention Microsoft, who creates the Windows OS most computers use, is a universally disliked entity. Rebirth 2 is slightly harder but it's basically more of the same, except you don't get access to EXE Drives for a very long time because they all unlock through story triggers.
Rebirth 3 is harder in that there's no longer a unified exe meter and now all your characters have to use thier SP for it instead, which changes everything because you now can't just spam them forever. I still wouldn't call it a difficult game though.
V-II so far seems to actually be challenging in that I'm actually having to use items early on and there's no guild for easy money supply. Early encounters also seem to have a lot of enemies and they're all pretty spread out.

Rebirth 2 takes place after Rebirth 3 (although admittedly, apart from characters from RB2 appearing and some references to the ending it's not like you need to play RB2 for RB3)
VII takes place after RB3 and you do need to know the story for that to make sense of some of the plot.

Rebirth 1 is self contained and has no relation to any of the other games.
Rebirth 2, 3, and V-II go in order, though if you skip any of them you don't really miss out on anything story wise because there's generally no loose ends to tie up. There is one at the end of RB3 which ties into V-II though.
If you really wanted to skip games, RB2 is a good choice because Nepgear is a rather dull protagonist and everything other than the conquest ending feels like they were just ticking boxes with what was needed for a game.
