You can emulate the BIOS. Most games don't require you to have the actual BIOS installed.
Explain how this will work. Emulators are allowed, but ROMs are illegal so it can't come with any installed. Xbone has no way to access downloads, other than through external media devices. But it only supports media files, like PNG/MP3/MKV etc. Not executables. There's no way to gets ROMs on an XBone.

The hardware is actually well known for the most part due to the oman archive leak. Low level, accurate emulation of the RDP and RSP already exists, the problem is that it's god awful slow even on top end CPUs.
