No because western games do it too. The entire reason for that is because it's a lot easier to create a more visceral, frantic feeling with up close, in your face combat that it is with long range firefights. Also because the idea is to create an over the top, rule of cool lightshow with each swing and it's "cooler" to say "I sliced up that guy 50 times before he hit the ground" than it is to say "I shot him in the head from 300 meters away." So if you are trying to create over the top cutscenes then it's easier to do via sword fighting than it is to have a fire fight even though guns would be a more practical and efficient method.
