"Skyrim" as a brand is way more recognizable to the general public than "The Elder Scrolls." Most people have only played/seen Skyrim and maybe Oblivion, and even then they might not realize that they're part of the same series. People who play video games regularly are aware that Bethesda puts out all the Elder Scrolls and the new Fallout games, but the casual audience who only started gaming when they bought an XBone at Best Buy or whatever have probably only heard of Skyrim. Plus, being able to reuse assets would make development of the game a lot cheaper and faster. If they were just trying to maximize their profits with the least amount of effort possible, Skyrim 2 would probably be the best way to do that.
Those're my thoughts on it, at least.
