There's a tool that lets you configure the controls for gamepads, I think it's called San Andreas Advanced Control. The only issue I had with it when I used it with my 360 pad is that you can't use LT and RT at the same time because it treats them as the same analog axis, like moving an analog stick left or right. That's a problem with the 360 pad, though, not the program itself.
Putting that aside, PS2 emulation is going to run like dog shit compared to a modded PC version.

This. I loved the top down games when I was younger, but GTA III is still to this day the only game that I can say "blew my mind," to the point that I still remember the exact moment I first saw it in action.
