The general rule I use is that the larger the DLC, the more tolerable it is.
If it's a full on expansion pack that adds new core mechanics and a ton of content, it had the potential to actually be good.
If it's literally just a single item locked behind a paywall, the developers are almost certainly shit.

CA is becoming like Paradox where features implemented in DLC for past games aren't included in the base game for sequels, and are just released again as DLC.

I hate pre-order DLC for a similar reason. Unless you show commitment right from the start for a game that may or may not be terrible, you'll never have access to all of it.
