I dunno how Blizzard does it in their games but if it's for any cosmetic that you are guaranteed to get instead of pieces of a cosmetic item that you get through RNG or just a chance to get a cosmetic item through RNG I'd say it's mor ethical because you're getting what you're paying for.

Both Valve and third parties specifically target underage children and teens whose parents forgot to wipe their credit card history from their Steam account.
When a 14 year old wanders into a casino with his dad's credit card, it's not the parents who are blamed. If the casino allows the 14 year old to gamble, they will face serious legal trouble. The same SHOULD be true for Valve and third party gambling websites, especially when the latter use for example Twitch streamers for fraudulent advertising (stacking the odds in exchange for promotion), or streamers/youtubers not disclosing financial ties to the gambling sites (which is specifically what that h3h3 video is about).
