blood n wine is 35 starting
make sure you do enchanting quests in heart of stone and have lots of cash and runes saved up for runesmithing
its like 5k for the first levels, 10k more for the level 2 enchanting
you could also do blood and wine and go for the quest to unlock mutations which you get from a messenger boy while wandering in the main town
