If the PC version of Skyrim SE was paid then nobody would buy it and the modding community would stay on the DX9 client, then console gamers would bitch and moan at Bethesda about how there are no good mods and people wouldn't buy the game.
Since it's free for people who have all the DLC anyone and everyone who gives a damn about Skyrin will get the DX11 client on day 1 and the modding community will have no reason to not start working on the updated version, and console owners will get to play mods.
