I really dislike the way they portrayed Chun-Li in the SFV story. She's supposed to be the flagship strong female character but Capcom didn't let her do anything.
-Bison bodies her.
-Rashid bodies her.
-She failed to stop the operation the first time due to a back up program.
-She didn't use her Interpol status to stop Peter and help Cammy.
-She didn't interact with one of her biggest rivals, Juri.
-She defeats FANG but the dude was already beat up/exhausted.
-And just to put the nail in the coffin Ryu has to save her from the collapsing base.
In Third Strike Urien is Chun-Li's mid boss and mentions he wants to fight her because he heard that her legendary legs/kicks destroyed "that" organization, hinting at Shadowloo. Well that's all down the drain now. I don't think there is any recovering from this. Capcom pretty much gave Karin the powerful female role and it's not right.
They've tarnished her image to people who care about the lore, the only highlight they gave her in that story was smothering a little girls face with her breasts. As a Chun-Li fan, this is heart wrenching.
Like, even if she was a jobber through the whole thing, at least let her be the one to finish off bison so the canon doesn't get messed up, that's all I ask.
Chun gets to be the strongest character in the actual game, so she has to job in the story.

She's fine. Her tools allow a skilled player to compete at a level that reflects their actual skill. Her tools also blow up a lot of bad habits that players on autopilot develop, which is why a lot of people hate playing against her. So no matter what she isn't carrying anyone as you can see with tourney results. The Chuns that make it far, make it because they are good.
But competitive play has nothing to do with this. Chun-Li is Capcom's main heroine along with Cammy. They should struggle of course, but also shine like the Icons they are.

Yes she's probably top 5. Does that make her broken? No it doesn't. Some characters have to be top 5 by the nature of tier lists. The game is still balanced well enough to make sure there is a varied cast of characters in high level play. Chun is fine the way she is. Chun isn't "everywhere" and her balance is just fine. No characters are broken in SFV because of the immense effort to streamline the characters and make sure they can't do anything that the developers intended them to do (they went out of their way to patch out a rashid mixup after lamerboi did something they didnt intend rashid to have). If a player has those and can do them consistently under high pressure situations, that player has put in work. IAL also isn't a free get in card. At CEO 2016 top 8 NuckleDu proved this against Nuki. What a lot of people don't realize, especially those that DON'T play Chun, is that her hurt box becomes HUGE when sticking out some of her best normals. I know this sounds strange because this is pretty much for any character but after beta phase 4 they extended them as a nerf. This was added along with other things like slowed walk speed and less throw range.
Any who, when it comes to high level play, characters that are good like Chun become predictable. So it becomes EVEN MORE difficult to win with her. I agree with Japan that she is the hardest character to use and win with, thus I respect great Chun players, it also has to do with me being one myself.
But don't worry I am not some tier whore, even if they nerfed Chun down to the ground I would still main her like I do in any game/version of the game she's in, no matter what.

They went and made Karin's role as the strong girl really bizarre too. It's like they couldn't settle on her being a serious character or a comedic one, so she fights a bunch of less important characters and wipes the floor with them and everyone trembles at the idea of fighting her (literally, in Ibuki and Mika's case), but then she never actually fights any of the big bads.

For a game as simplistic as this I expect better balance and more varied character usage. Yes, this game is still comparatively more balanced than everything out there at the moment but it's also the most shallow fighting game around with little playstyle variation. I would take a Street Fighter game with more depth and less balance like SFIV any day over what we have now, but if they want to make a more inflexible game to appeal to more people I at the very least expect more than just 4 or 5 characters to be at the top of competitive viability.

It would be fine for a good fighting game but if they're going to make every character, including dhalsim and guile, rushdown and frametrap into shimmy throwbait and v-trigger confirm because zoning and dedicated neutral only put you at risk to unreactable forward dashes I think it's fair to condemn it for only having 4 top characters.

Ryu is considered to have a slight edge over Chun while being similar in strength, because Chun's only weakness in this game is her floaty jump and cr.mp and V-skill don't fully make up for it.
If a character can win the fireball game against her, he has a chance of winning the matchup.
Guile is considered the only bad matchup for her.
It's how Makoto was considered top tier in 3rd Strike because she wasn't free to Chun.
Overall, she's still the strongest character in the game, if you go by pure matchup score and she breaks the metagame by being able to blow up delayed tech while still being plus on failure.
Air legs in neutral is a problem - air legs in 33/33/33 situations is broken and will be nerfed to -1 after Capcom Cup for sure, mark my words.
