I'm LEM, that's just below the highest ranks in public matchmaking.
The player in the video jumped at a spot where he didn't have to, that sets the inaccuracy of the desert eagle specifically to the highest value in the game, where it takes about 5 seconds to fully recover.
Between shots, you have to wait around 3 seconds for full accuracy, or you can quickswap to reduce the delay but remove your ability to spray.

It looks boring. TF is an infinitely more interesting class based game and I have <200 hours in that one since I'm not playing it either. The other reason is that CS:GO burned me out on playing team based games with randoms.
