Witcher 3 maybe, loooaads of stuff to stumble upon while exploring but I guess that's sort of near Bethesda games.
Driver:San Francisco is a really fun "do whatever" open world car game with races and takedown missions like burnout that shouldn't run too hot

Possibly, the online mode is a total RPG and money grind and weapon unlock system that's pretty disappointing.
The singleplayer is pretty fun though and there's lots of in-game side things to do along with just dicking around. It does take a few story missions and a bit of time to get up to that classic "Free to really do anything" gta feel but you can always use cheat codes or download mods (as long as you don't try to play online while you have mods installed, you'll get banned quickly even if you don't use them online).

Yeah make sure the specs are safe. My friend had a normal cheap laptop from 2013 or 2012 and couldn't even get GTA to start even though he was just BARELY at the minimum recommended specs

To each their own. I logged around 200 hours in skyrim and picked up Witcher 3 a couple days ago and have 15 hours in and I'm barely through the second zone having a grand ol' time.
