Magolor is a surviving N-Z who managed to shapeshift his feet into hands. He wanted to gain the crown to give him the power to bring back Zero and the rest of his dark brothers. He wasn't strong enough to control the crown, so it overtook him. But the crown isn't Dark Matter, Magolor is.
