Yeah it's his fault, Samus clearly wanted to pass by without a fight but Crocomire refused to comply reasonably and insisted on being a stubborn faggot by blocking the way. It's safe to say that Samus was still acting under the Galactic Federation since the scientists were attacked and the babby metroid was stolen, so she definitely had the authority to do whatever was necessary in order to get the babby back. Whether or not it was necessary to kill Crocomire, well, how could Samus know what was behind him if he refused to move? The babby could have been behind him, he could have been harboring space pirates, etc. etc.
