Ungodly so. Not only could you hit the hostage accidentally, in any hostage situation where the hostage taker knows he's pinned means any sudden movement or loud enough noise could set him off. So even if you were lucky enough to shoot him right between the eyes the milliseconds it takes for the bullet to travel the suspect could go "OH SHIT" and pull the trigger. Even if he didn't before being killed it's possible his muscles tense up as he's shot that his finger pulls the trigger anyway. If this were reality Chun-Li would be kicked the fuck out for endangering the hostage.
