Right now it's jp psn digital only with no news of a localization. It contains 224 songs and 300+ modules.
The one coming in August is X which is a new game.

Well X is a new game and has songs that hasn't been in a Diva game before while FT is basically a retreading of the old Diva games with Mirai and arcade songs thrown in.

Localization is a hard proposition because of licensing issues due to the sheer number of songs compared to previous games. PDX is just around the corner too, so they're not gonna want to cannibalize their sales, you might have to wait until next year for an announcement (if you're lucky).

Not entirely sure since I bought the diva games purely for the rhythm game part, but to my knowledge all the ones except FT let you interact with vocaloids in their rooms. F2nd also let you create/download custom beat maps, not sure if that was available in F. There is a theater mode as well that let you control the crowds and the camera, letting you choose which angle you wanted to watch at and if you wanted the crowd to swing and chant along with the beat. FT has a theater mode too, but I can't say much about it since I haven't messed with it too much yet. It seems a lot more limited and only lets you take screenshots.
I kind of want to preorder it and I don't even have a PS4 yet. I wish they would release the Neo already.
