I heard you can tame horse in BotW and ride them so I wouldn't be surpired if you could also tame wolves that would follow you like Wolf Link does, but they won't be as strong. It seems like a lot of efort to program the wolf's AI just for the amiibo.

It's not locked behind DLC so much as it's locked for people too casual to have beaten Twilight Princess and its bonus dungeon.
Which makes sense. If the wolf link carries your stats from Twilight Princess over into Breath of the Wild, then it opens up a whole new dynamic to the game that casuals wouldn't be interested in anyways.
That is... in order to have a three-heart wolf Link in BotW, you need to have completed Twilight Princess HD and the Cave of Shadows on a three-heart run.
