Because Scamco hates the West and refuses to localize handheld versions of the Tales games unless theres a big enough demand for it.
Hearts had already been localized once and people liked it, so they did it again with the Vita.
As far as the Tales series goes, its one of the better ones as it breaks the traditional mold of using an Element themed storyline

As far as Tales games go, it's better than the recent mainline games.
However, I was dissapointed with some characters.Kohaku seemed like she could be a good character but then they go and do the japanese thing of taking her emotions away, so she has zero development, is a terrible character for most of the game, and the love plot goes from 0(in construction but zero emotions) to 100 in a heartbeat. Her brother had some potential, but 90% of his lines are about her, to the point it gets annoying. Kor is also annoying. Chalcedony is so fucking boring it should be a sin. Old Man new character is okey. Ines and Beryl are nice.
However, I would recommend.

I got a short way into Hearts but couldn't stomach the dialogue. I can manage jrpg clichés but the writing in this game relies heavily on that childish, embarrassed, pervy humour that seems to permeate the genre these days.
