Funny thing is, they did the same thing with the P4G cover, but no one complained then, because no one had jumped on the censorship bandwaggon yet. Really the core problem was that it looks like the P5 boxart wasn't designed with either ratings logo in mind, the CERO version doesn't look great either with covering up a good portion of Morgana's face.
