4 brought the BoS back, away from the "Paladins in Shining Power Armor" trope.
4 gave us a radio host must better than Three-Nigger, though not as good as Mr. New Vegas.

The rpg aspects of 3 were complete shit anyway. Perks were boring "+5 to these skills" garbage. Hardly any skill checks, a level cap that could be reached without even seeing half of the games content.
I would have preferred if Beth had taken a page out of Obsidian's book when it came to skills and RPG aspects, but I still like that they gutted the RPG instead of just more FO3 garbage.
3 has literally no redeeming qualities.

Tactics had some good ideas, but they were buried underneath clinically retarded writing and hamstrung by a lack of RPG aspects. If you're into Fallout for the storytelling and roleplaying, it's totally understandable to hate Tactics.

First off, I'll admit, I haven't played anything before FO3, mainly because I'm not a PC gamer and my first console was literally the XB1 (though my roommate had an 360).
Story wise, I think the original Fallout was pretty good, though obviously I can't comment on gameplay, since I've not played it. It set the tone for all the games to follow (some of which did so more or less faithfully).
FO2 was a bit weaker in story, from what I've been able to read and watch, but still pretty good.
FO3 had a great story, my first entry into the universe, but unlike the isometric point-and-click of the earlier games, it's much harder to enjoy the gameplay even just a handful of years later.
FO:NV was a great story from some of the original pre-Bethesda creators, but because it was done by an outside studio, some of the innovations were one-offs (the companion controls were much better than in FO3, and still better than FO4). This is another game I've only read and watched, rather than played, but the branching storyline was very well done.
FO4 is the game I've played the most, and I've enjoyed it a lot. The new gameplay elements are mostly great additions, and the lore changes I think have been very beneficial overall (I actually like the change to Power Armor, especially since it actually makes you feel like you're in a walking tank). There were some mis-steps as well, especially as someone who first came to the series with FO3 (the difference in BOS characterization was jarring before I looked into the pre-Lyons BOS and realized that FO3 was the exception, not the rule). The engine works a lot better than FO3, and like NV, has a branching storyline.
So, of the games I've played, FO4 is better than FO3 in gameplay, graphics, and story.
As for the story overall, I'm going to go FO, FONV, FO4, FO2, then FO3.
