There's always a very long distance between objectives and while you're riding over there, they made the npc's say things in that way to entertain the player from point A to point B rather than hearing just SFX and wind blowing.
Most of the time, it's timed so perfectly that if you ride directly to the destination you arrive right when they stop taking.

You know what they are, but their design doesn't tell you who they are, the characters around them don't complement their design either for the most part

McCree - Clint Eastwood
etc...
i guess you can really say the same about Street Fighter, but their themes go with each other, Overwatch is all over the place

The 'wacky random' theme is what they based the whole game on, which is why it's the piece of shit we have now, where characters don't belong together. The lore of the game is that apparently there's just one planet left or something like that, and people from the entire universe are fighting over it, which they just use as an excuse to do whatever the fuck they want with character designs, something they actually admitted on a video. They really had no guideline or theme when making characters, just whatever they were thinking about at the moment.
