Yes assuming your motherboard isn't too old. People are reporting pci-e power draw issues with the 480 that can affect old or cheap mobos.

Resolution doesn't affect CPU in the same way as GPUs.
Framerate is what affects the limit on a CPU so lower resolutions where the GPU can push out more frames can bottleneck a CPU that can't keep up.
We saw that a lot in the gtx 1080 reviews.
