Espers passively buff other espers if they're around them. Sigma and Phi are both powerful espers, but to even activate their abilities they needed Junpei, Clover and probably Dio around to help them all boost their abilities to the maximum and unlock them. Carlos was the same, he needed to be around Junpei and Akane to give his abilities the kick they needed to activate. Diana doesn't seem like she can jump, but she can access the Morphogenetic field far easier than Carlos can.
By the end of the game, there are a total of 6 powerful espers all gathered in one place. Considering only two or three were needed to boost Sigma and Phi (who were already latent themselves) it's no surprise that 6 espers were able to carry the weight of two normies.

It's introduced in the final entry in the game, the one that should be wrapping everything up, with no foreshadowing, and isn't even explored that well. It's just, "Oh, I guess we have aliens now." If the technology wasn't explicitly said to be made by aliens or didn't look like alien technology, it could have the exact same role and be at least a little better. SHIFTers do that.
ZTD establishes that there are three esper types: Morpho's, SHIFTers, and Mind Hackers. Morpho's boost each other, SHIFTers absorb the essence of weaker espers, and Mind Hackers are unnaffected by either of them. Being good at one means your worse as the other. Junpei, a Morpho, isn't good at SHIFTing until he's around Carlos, a natural SHIFTer, and Akane, who in general is a strong psychic. With enough training, you can presumably be strong at either.
What happens is the different routes train the different party members, who then upload their memories/thoughts/skill to the Morphogenetic Field, which are then downloaded into their bodies, so they remember how to SHIFT. In essence, the Carlos, Junpei, Akane, Phi, Sigma and Diana of the farthest left route are a combination of every possible version of themselves that played the Decision Game.
