Fernet is still really good, even if she's boring as piss to play. There's probably a few other examples too.

Frankly speaking, Yuki, Fernet, Marc, Poppo, and Sora are still top tier.
Yuki's the best bully out of sheer lack of caveats, Star Breaker's no star norma condition is pretty much crippling on large maps.
Regarding Fernet, both Kyoko and Kyousuke are sidegrades. I'd have said Kyousuke is slightly better if President's Privilege hadn't made her hyper useful for star gain.
Marc, Poppo, Sora hold the trinity of three most useful hypers in the game.
The only DLC characters I'd rate as top tier are Sherry and Kyousuke being played passively.

Back before some bullshit characters debuted, someone came up with a formula to show character balace.
+/-1 for +/-1 stats
+/-3 for +/-2 stats
Treat 5 HP as if it were 0 (3 HP would be -2, thus -3)
Shit hypers are 0 while good ones are +1
Little factors like different recovery times were +/-1 accordingly
The total SHOULD amount to +1. (Example: QP was completly balanced stat-wise while Hyper Mode WAS easily +1 back at launch)
Obviously, it doesn't really work anymore, but back then
Looking at that, Peat's bullshit was explained (whether you like it or not) and Suguri was OP as fuck (with Sora really REALLY pushing it), while Yuki & Soft Tomomo were where they should be, Syura absolutely needed the buff she got to not be total shit, Nanako's recovery buff was unwarranted, and holy shit, give Saki SOMETHING already.
Sham already had one of the best hypers in the game. Further buffing her so all her stats were >= Saki's was just bullshit.

It's not BAD, but it has a gorillion hard counters (and the number can only go up), and for some retarded reason, it's a level 3 hyper (on a 0 ATK character) despite needing several turns to amount to anything. And it USED to be level 4.
I'd rather see the hyper improved to not be so easily neutralized, rather than see Saki's stats boosted, though. But that's just me.
