Alright, I found out the alarm, but now the dude is just panicking and they never calm down.
He's not actually evacuating either, he's just stuck in the room where the general and the conman meet up.

This information about the interpol agent pisses me off. What does it mean? All guards act exactly the same.
Well, I did it. It looked like a pretty hard contract but it ended up actually being pretty easy.Start as military, run to the outside and to the garage, pick a remote explosive behind the target and blow it up without killing anyone, follow the target down, choke out the guard close to the locker and hide him in there after grabbing his weapon. Then just wait for the target to calmly walk down the stairs up, he'll be behind his three guards, choke him out, drag him into the locker and then when you're sure everything is alright, snap his neck and hide him there. Then just escape without getting caught.

Hah, I was extremely careful about that. Only knocked out the target and put him next to the closet and made sure no one was around before breaking his neck. I always try to avoid those situations.

That picture is actually showing the difference between level design. There isn't a single level in Absolution that is that small, that seems to be the Terminus Hotel entrance, but there is the basement and the lobby.
