I always thought Silent Hill 2&3 had really good atmosphere hell, even 1 despite the dated graphics is really good.
I want to say Alien Isolation but the horror/fear isn't subtle at all. You know that fucking thing is after you or there's some robot ready to push your shit in around the corner.
