there's no device that runs anything outside of a few games full-speed. the Shield TV might once a Vulkan backend gets optimized and a kind soul picks up on the dead-ish Android development, but that's not portable.

I think it's less "portable emulator" and more "portable console"
Emulated hardware is great and all that but it lacks precision and fidelity in quite a few places. Also the android version is pure ass

That looks awful. Unwieldy, fragile, and using discs on a portable. Homebrew hardware makers have already build better portable consoles.

This. Done well on a modern console.

One time, done well, in retro 16-bit style. They don't do it again a year later for X10.
PPSSPP ran some games well on my old S3. Modern phones like the S7 should emulate them better but the PSP was already portable to begin with.
