I always skew towards performance. Fancy visuals aren't relevant to gameplay imo.
The majority are complete asshat slob plebs 100% of the time. The best people are always the stark minority.

Unsurprised? Like a lot of /v/ I have glanced at Steam statistics a couple of times over the years since Valve put it up, so I have no illusions about the hardware most people are running. A major percentage of Steam users (themselves a subset of PC players in general, albeit a large one) don't even have dedicated graphics, they're running on Intel IGP. Even an old $100 card would be better but they don't have it. That's just how things are, they couldn't turn stuff up if they wanted to.
The best you can say is that due to the pace of progress in PC processing slowing down, and old machine isn't quite the drag it once was. Even a good 2010 processor coupled with a decent GPU is still plenty capable, a decent OC Sandy Bridge will probably still be fine in 2018 for most stuff.

There are at least semi-hardcore gamers as a significant chunk of Steam, but equally there are lots of people basically playing on netbooks or close to it.
