Will probably be fixed with a new driver or BIOS that throttles the card as it's too late for a recall, in particularly as the manufactuers are already in production.

nVidia fucked up as well - the 1070 and 1080 cards are not fully supporting D-DVI spec and have boot issues on high-Hz displays. Might be fixable with a BIOS update though.

If you actually read the thread, you would know it's all a bunch of nothing. The compliance board does not care if it's out of spec. The spec is just meant to be a compatibility thing. Nothing bad is going to happen if you perform out of spec. There's won't be any recertifications, not by amd, nor by pci-sig. Even nvidia would probably side with amd on this one.

Strix card go over 75W from the PCI-E slot in short peaks. Sure, that's bad and shouldn't happen and might be bad for your rig, but the average power from the PCI-E slot stays below 75W.

RX480 is well over 75W on AVERAGE. As in, it pretty much never goes below 75W. There's a huge difference between short power spikes and drawing high power ALL THE TIME.

PCIe certified means that the card is compliant with the electrical standards fitted to every single motherboard on earth with a PCIe slot. It can not exceed the standards without putting the motherboard at risk of a power overload, which can literally cause housefires on shitty cheaper motherboard made for OEMs (aka pre-builts, AKA over half of the PC market).

The RX480 failed to meet these specifications by putting too much power draw through the PCIe slot, putting much of the intended audience at risk of some smoky computers.

Nope. If you looked at the reference board PCB, there is only a 6-pin mount, no eight-pin mounts. That means redesigning the board, which could take months to recertify and test.
The RX 480 will get gimped instead with some sort of power management system that the Nano had.
Expect sub-970 performance, closer to a heavily overclocked 960 or stock 380X.

That's not the cause though. While the ATX spec says the 6pin connector can only supply 75W, just like tha PCIe slot, most PSUs acutally allow you to draw a lot more than 75Wfrom it without any problems or danger. There previously have been some non-referential constructions that were drawing more than 150W just from the PCIe slot and a single 6pin connector, but didn't go over 75W from the slot.

The problem lies in the fact that the card itself "decides" to draw too much power from the slot instead of the 6pin connector, and if they don't change that, then replacing the 6pin connector with an 8pin connector won't change anything.

To my knowledge, the long-term effects aren't so much an issue as the short term effects. Standards dictate that motherboard makers have to supply at least 75watts to the slot, so the problem becomes if you've got a manufacturer that gave the bare minimum(in which case the system will probably shut down), or one which provided an extra allowance. The slots themselves are actually rated pretty high, pcie3.0 can sustain something like 300 watts.
